Are you suggesting 明光社 has "got more" because they made more "noise" in the media? I'm not so sure, but obviously the government was plainly politically insensitive in alloting the training contract to them. I just guess the choice may simply be the result of some stupid bureaucratic rules, e.g. the lowest price bidder won the bid.
